ATTENTION: License System Restructuring
The Oklahoma Wildlife License Modernization Act was signed into law March 26 by Gov. Kevin Stitt after it previously passed the state House of Representatives and Senate. The measure streamlines and simplifies hunting and fishing licenses, and will provide funding for the Wildlife Conservation Department primarily by adjusting license costs to regional averages. Several of the licenses below will change or become obsolete on July 1, 2024.
Licenses and Permits are Valid From Jan. 1 to Dec. 31 (Unless Otherwise Noted)
All of these licenses or permits are valid from July 1 to June 30, annually.
These licenses are valid for five (5) years from the date of purchase.
May be purchased by senior citizens who will turn 65 years old or older during the current calendar year.

Paddlefish Permit
Required for all individuals who fish for paddlefish, regardless of age or residency.
A valid fishing license is also required.
Disability Fishing
Five (5) year fishing license available to residents of Oklahoma receiving disability benefits through one of the following: Social Security Disability, Supplemental Security Income (SSI), Multiple Injury Trust Fund, or the United States Postal Service (fishing only). Six months residency and disability benefit verfication required. Additional licenses/permits may be required. Valid five years from date of issue.
Fishing Guide License
Required for all persons who assist, accompany, transport, guide, or aid persons in the taking of fish for monetary compensation or other consideration.
Cost reduced to $20 with Coast Guard Mariner credentials.
Lifetime Senior Citizen Fishing
Lifetime Fishing License available to Oklahomans with six month residency who turn 65 during the current calendar year. Residency verification and proof of age required.
2-Day Fishing
Required for residents age 18 or older to take, attempt to take or possess fish or other aquatic dwelling organisms by any method in Oklahoma. Valid for two consecutive days and expires at midnight on the second day.
Youth Annual Fishing
Fishing license required of residents 16 or 17 years of age, unless exempt. Additional licenses/permits may be required.
5-year Fishing
Five (5) year fishing license available to residents of Oklahoma. Does not include additional privileges. Valid five years from date of issue.
Lifetime Fishing
Lifetime Fishing License available to Oklahomans with six month residency. Residency verification required.
Lake Texoma
For residents and nonresidents for fishing both Oklahoma and Texas portions of Lake Texoma. Not valid below the Texoma Dam. It is the ONLY license needed if Lake Texoma is the only lake fished.
Oklahoma residents with a valid fishing license are not required to purchase this license if only fishing the Oklahoma portion of the lake.
Annual Fishing
Annual fishing license required for residents age 18 or older. Additional licenses/permits may be required.
Resident Deer Muzzleloader (antlered)
Required for all residents age 18 or older who hunt antlered deer during deer muzzleloader season. License is valid for one antlered deer. Hunting license also required, unless exempt.
Rattlesnake Permit (5-day)
Required of any person hunting, pursuing, trapping, harassing, catching, killing, taking, or attempting to take in any manner any species of rattlesnake during an organized rattlesnake hunting event or festival. See reptile & amphibian regulations here.
Resident Annual Hunting
Annual hunting license required for residents age 18 or older. Additional licenses/permits may be required.
Resident Deer Gun (antlered)
Required for all residents age 18 or older who hunt antlered deer during deer gun season. License is valid for one antlered deer. Hunting license also required, unless exempt.
Resident Deer Gun (antlerless)
Required for all residents age 18 or older who hunt antlerless deer during deer gun season. License is valid for one antlerless deer. Hunting license also required, unless exempt.
Resident Holiday Antlerless Deer Gun
Required for all residents age 18 or older who hunt antlerless deer during the Holiday Antlerless Deer Gun Season. License is valid for one antlerless deer. Hunting license also required, unless exempt.
Resident Youth Deer Archery
Required for residents age 17 or under who hunt during deer archery season. Valid for one antlered or one antlerless deer. Hunting license also required if age 16 or older, unless exempt.
Resident Youth Muzzleloader (antlered)
Required for residents age 17 or under who hunt during deer muzzleloader season. Valid for one antlered deer.
Resident Youth Muzzleloader (antlerless)
Required for residents age 17 or under who hunt during deer muzzleloader season. Valid for one antlerless deer.
Resident Youth Deer Gun (antlered)

Resident Elk

Required to hunt antelope during open seasons. Valid for one antelope. Hunting license also required, unless exempt.

Turkey (spring or fall)
Required of all persons who hunt during Oklahoma's spring or fall turkey seasons. Hunting license is also required for residents. Nonresident annual or fiscal year hunting license required for all nonresidents age 14 or older.
Resident Fur License
Required for residents who take bobcat, raccoon, river otter, gray fox, or red fox. Hunting license also required, unless exempt. Trapping license is also required if using traps. Valid December 1st through November 30th in open seasons.
Resident Trapping
Required of all residents of Oklahoma who trap furbearers with 20 traps or less. Hunting license is also required, unless exempt. Valid March 1 - February 28 during open trapping seasons.
Oklahoma Waterfowl (waterfowl stamp)
Required for all persons who hunt migratory waterfowl in Oklahoma, unless exempt.
Federal Duck Stamp
Electronic or printed Federal Duck Stamp valid for 45 days. A physical stamp will be mailed to the purchaser within this 45 day period, and this stamp is then valid until the date listed on the stamp. Required for all persons 16 or older who hunt migratory waterfowl. (Price includes $2 processing fee)
Federal Harvest Information Program (HIP)
Required for all migratory bird hunters age 16-63, including lifetime license holders.

Federal Sandhill Crane Permit
Federal permit required for all residents and nonresidents to hunt sandhill crane in Oklahoma. Consult Oklahoma regulations for bag limits and zones.

Lifetime Hunting and Fishing License available to resident disabled veterans with a disability rating of up to 59%, as certified by the Department of Veterans Affairs. Includes same exemptions as Resident Lifetime Combo. Residency verification and proof of disability rating required.
Lifetime Disabled Veteran Combination Hunting/Fishing
Lifetime Hunting and Fishing License available to resident disabled veterans with a disability rating of 60 to 100%, as certified by the Department of Veterans Affairs. Includes same exemptions as Resident Lifetime Combo. Residency verification and proof of disability rating required.
Annual Wildlife Conservation Passport
Required of all individuals, residents and nonresidents, who enter Department owned lands, unless exempt. Exemptions include persons who possess an annual hunting, fishing, or combination license; a lifetime hunting, fishing, or combination license; senior citizen lifetime hunting, fishing, or combination license; disability hunting or fishing license; and sportsmen under age 16.
Permit does not provide hunting or fishing privileges.
Wildlife Conservation Passport (3-day)
Required of all individuals, residents and nonresidents, who enter Department owned lands, unless exempt. Exemptions include persons who possess an annual hunting, fishing, or combination license; a lifetime hunting, fishing, or combination license; senior citizen lifetime hunting, fishing, or combination license; disability hunting or fishing license; and sportsmen under age 16. Valid for three consecutive days, expiring at midnight on the third day.
Permit does not provide hunting or fishing privileges.
Resident Land Access Permit
Required for any resident age 18-63 entering the Honobia Creek WMA or the Three Rivers WMA. No exemptions.
Special Use Land Access Permit (3-day)
Required for residents age 18-63 who enter Honobia Creek WMA or Three Rivers WMA for non-hunting or non-fishing related activities. Valid for three consecutive days, expiring at midnight on the third day.
1-Day Fishing
Required for nonresidents who take, attempt to take or possess fish or other aquatic dwelling organisms by any method in Oklahoma. Valid for one day, expiring at midnight of start date.
6-Day Fishing
Required for nonresidents who take, attempt to take or possess fish or other aquatic dwelling organisms by any method in Oklahoma. Valid for six consecutive days.
Annual Fishing
Required for nonresidents who take, attempt to take or possess fish or other aquatic dwelling organisms by any method in Oklahoma.
Nonresident Land Access Permit
Required for any nonresident entering the Honobia Creek WMA or the Three Rivers WMA. No exemptions.
Nonresident Annual Hunting
Small game hunting license required for nonresidents age 14 or older. Not valid for big game. Additional licenses/permits may be required for small game.
Nonresident 5-Day Hunting
Small game hunting license. Excludes quail, turkey and big game, unless hunting on a licensed Commercial Hunt Area. Valid for five consecutive days and expires at midnight on the fifth day.
Nonresident Deer Archery
Required for nonresidents who hunt deer during archery season. Valid for archery season bag limit. No other licenses required if only hunting deer during archery season.
Nonresident Deer Muzzleloader
Required for nonresidents who hunt deer during muzzleloader season. Valid for muzzleloader season bag limit. No other licenses required if only hunting deer during muzzleloader season.
Nonresident Deer Gun
Required for nonresidents who hunt deer during gun season. Valid for regular gun and holiday antlerless bag limits. No other licenses required if only hunting deer during gun season.

Arrow Rifle Permit
The use of arrow rifles shall be a legal hunting method during any open season when rifles are a legal means of take. No person may hunt or take during the open season with an air bow unless the person has first obtained a stamp issued by the Oklahoma Wildlife Conservation Commission for a one-time fee of Twenty Dollars ($20.00).
Nonresident 5-Day Commercial Hunt - Winged Upland Game (Excl. Turkey)
Required for nonresidents hunting winged upland game, excluding wild turkey, in a commercial hunting area. Valid for five (5) consecutive days.
Nonresident Oklahoma Waterfowl (waterfowl stamp)
Required for all persons who hunt migratory waterfowl in Oklahoma, unless exempt.
